The phaser effect appears when a signal is mixed with the same signal that's a little out of phase (90°, 180°,...). This causes certain frequencies (very narrow bands) to be muted. That's why a phase shifter is also called an all-pass filter.

If the amound of the "shift" is fixed it's hard to tell the difference, but when it's moving you can hear it.
